Well, Clock Tower could use some tweaking. There's really not much in the way of story: Why were the cogs stolen by the creatures in the dungeon below the Clock Tower? What were they hoping to achieve other than just inconveniencing Brother Kojo and whoever else relied on the clock?
And similarly, why isn't more done about the fact that there's a dungeon full of roaming creatures right underneath the Clock Tower?
Many of the other quests mentioned are fine as is. Plague City only needs a closer source of snape grass and chocolate and milk: Having to go far away from West Ardougne to get all the ingredients for the hangover cure really took me out of it for a bit.
