She and Azzanadra were kismetes for the brief time they actually knew each other in the third age (as she arrived late to the party, it can't have been long before he ended up imprisoned). He took her feathers, and dyed the tip in his colors (it's too pink to be blood) and wore them on his human-form hat as a trophy.
Or, uh, something something aviansie or Armadyl? Lucien bragged that he tore a quill from Armadyl.
No it's simpler than that. They are Cerulean Twitch and Crimson Swift feathers
or at least are modelled on those. The hat must be part of his shapeshifting and the feathers are to keep the 2 pronged things represented as a human.
Also Mod Osborne add that hat in game somehow I beg you. Jhallan could conjure a Muspah tail so Azzanadra can conjure that hat.
