Can't remember if I ever posted on here, but I have to say I will NEVER support Summoning in OSRS. I absolutely hated that skill in RS2/RS3. It broke the combat system, was basically just a Runecrafting training clone, and the use of summons was nothing more than a huge waste of money.
If you want some sort of summoning skill, it needs to not impact combat. Something you can have follow you around, without a time limit, as a pet that can be used to carry out certain tasks with special spells that require something similar to the shards or pouches of the Summoning skill would be fine, but not attacking enemies. Something like that idea could even be integrated with existing pets, to give them more of a use, such as sending some items to the bank for you, even if it means there's a time limit for it to do so, or whatever. NOT combat.
If it went with combat, new enemies would possibly require you use those summons in combat, summons would break existing enemies in the game, and eventually scale up to make you have to spend excessive amounts of gold and/or time on the higher-level summons just to enter into combat against certain enemies.
There's room in the game for some special sort of follower mechanics, but it needs to stay away from combat.
