Good idea, but a lot of noise and few nuts, besides that many points you mention are similar to those of the Fishing Trawler minigame, you also talk about it being a skill but others come into play, so I see it more as a minigame.

No. This is a better idea.

So, first you need a skill that provides for all skill levels across all boards. You need something that combines all of RuneScape's skills all into one. You need something that makes use of all other skills. This skill is Runewording (tentative title). So, you come across rare drops called runes, and these can be from lower-level Slayer monsters, and if you find one, you can pick it up and use it for a "Rune Word". When you find it, say, from a Crawling Hand from Slayer, you can keep it. Then, if a Runecrafter wants to make the same rune from scratch, he must have knowledge of that rune by doing a quest and then make it, using higher level Runecrafting, perhaps in the 80-90 range of Runecrafting. However, a lower level player could find the same rune from a lower-level monster, such as Crawling Hands or Cave Crawler, what have you. But to make and craft those runes, you must have a higher-than-average Runecraft level. So then, using the Smithing skill, at higher levels you can make platebodies, platelegs, kiteshields, helmets, and weapons that each correspond to a different combination of runes. Each "socketed" armor or weapon is unuseable until you socket them with the correct runes, but you can make these weapon and armor pieces at higher levels of Smithing. Only with a true Master Smithing level can you make intricate socketed weapon and armor pieces. However, you might also be able to get these socketed armor and weapon pieces on drops from certain Slayer monsters.

When you place the correct combination of runes in the correct numerical combination of sockets, you can make a certain "rune word", providing various benefits for your character at any level. One good low-level rune word might provide more gold dropped from monsters at the cost of reduced defence. One high-level one might provide more DPS at the cost of reduced maximum hitpoints.

That is my un-evolved idea.

Would be cool to have this as a collab skill. Like, being able to train fishing, slayer, agility, construction, smithing, etc. while at sea. And having a higher level in every other skills would benefit (Like higher slayer for being able to slay a sea creature, higher construction to repair a boat quickly, higher agility to navigate the masts) Would be cool if all the skills played part in sailing.

This is how I would implement sailing:

Early game:
- You start having to 'construct a boat'. This rewards some sailing xp, and is done either in a dock or sailing construction zone (or even in a lumber yard).
- The first boat is a small rowboat or dingy. The canoe between lumbridge and Varrok also rewards some sailing xp now.
- While traveling, you occasionally gain some xp. There might be some interactions along the journey. But there are few for early levels.
- The first island you visit has some nice items and resources on it. Allowing for uncrowded skilling or pvm.
- Your boat can act as a deposit box.

Mid game:
- You start constructing larger boats, which can accomodate other players.
- A mid sized boat can accomodate up to 5 people.
- There are no extra requirements to join a crew, this encourages social interaction with new players. Xp is dependent on your current sailing level.
- Crew members help out with interactions on the journey to your island/land mass.
- They can help through skilling, or pvm, similar to a raid. Easier at low/mid levels.
- Interactions earn xp too.
- The islands now have more valuable resources. Boats can store more items since they are larger.

Late game:
- Now the boats (now ships) can accomodate whole clans, and they can sail very long distances.
- The boats are getting very expensive to make if they accomodate a clan. Think POH.
- If you still want to sail solo, you can construct a cheaper one man boat. The meta is many people though. For social interaction.
- Interactions during a journey require the whole crew to help. Similar to a raid.
- Loot on the islands is substantial, in accordance to the difficulty of getting there.

Note well:
- Boats can sink.
- Most of the time sailing will succeed, but occasionally you will have to return to the docks, and very rarely you will sink if you do not pay enough attention.
- A sunk boat can be recovered, but some of the items stored on the boat will be missing.
- Sunk boats may be expensive to recover.
- Only one boat per player can be sunk at a time. If another sinks, the first will be unrecoverable.
- Repairs will need to be made on the boat if it is recovered.

Wilderness sailing:
- It is possible to sail adjacent to the wilderness. Here PvP is enabled.
- Clans can cast ice barrarge on the tiller/sails to restrict movement.
- Batista can be mounted to boats.
- Clans can board each others boats.
- The winners can claim the opponents boat/loot. Claiming a large boat is like claiming a POH.
- Flatpack boats can be sold on the G.E.
- Sunk boats can be looted by other people in the wilderness.
- The island that wilderness sailing leads too is very lucrative. Think reverent cave pre nerf.

I like your ideas san.

Here is an idea i had for a possible sailing reward that would add an interesting new social dynamic to the game.

--- A Sailing Reward Idea ---

At Lvl 2 sailing players get the ability to write messages into an item called the Captains Log, when the option is selected to "sign" the writing in the log can no longer be modified, the name of the item then gets changed to the name of the player that signed it example: Zezima's Log #1

Players can use this item as a goal sheet, a list, note pad, clan rule book, diary, quest guide, and to even write full fledged novels that can be soled to other players. Etc..

This item can be traded amongst players but cannot be sold on the GE.

Also a side note,

If they add sailing i would really like it if they used the original "leaked" sailing icon in the skill tab. I think the sailboat icon would look better and more nostalgic to the meme than an anchor.
