PROBLEM:
Players not skulling in bounty hunter. Why is this a problem? Unskulled pkers can completely outgear their opponent while risking less than them. They abuse the bounty hunter system leaving their target with no favourable options. If you have an unskulled pker as your target, you can...
a) choose to fight them with the significant disadvantage
b) abandon target
c) wait them out, hoping they either skull up or abandon you
If you refuse to attack an unskuller, oftentimes they will eventually attack you first, and as soon as you retaliate they teleport to clan wars (where it is possible to remove skull by entering/exiting the free for all portal) and return to the wilderness where they can freely attack you immediately without skulling again.
SOLUTIONS:
I think the best solution to this problem would be to allow skulled bounty hunter players to abandon their unskulled opponent without it counting towards the 30 minute penalty. Another option would be to have all players automatically become skulled just by entering the wilderness on the bounty hunter world (318 only), although I think the first solution works better.
