There's a few things to address here. In no particular order:

Are we not allowed to talk about it? I cannot find any forum posts about this.

Yup, they are basically making it impossible to talk about mods by name. However, most people are posting in newer forums not controlled by Jagex but still monitored by them.
While I can't speak for other platforms here, on the RuneScape forums, accusations towards other players (or members of Jagex staff, for that matter) cannot be posted on the forums. That's addressed in the
Code of Conduct
. Other platforms will have their own rules as to what can be discussed and how it may be discussed.
The accusations being thrown around here are pretty massive in scale, and while its clear that there is community interest in them and people are outraged by them, there is no way for anyone here to be able to verify whether said accusations are truthful or not. What is being pushed out there is only one side of the story.
If Jagex wishes to make a statement on the matter, they will do so via the appropriate platforms at the appropriate time. With that in mind though, please remember that actions taken against a player's account are between that player and Jagex, and while one side has made those actions very public, Jagex isn't obliged to discuss them in any way.
Reminder, joining a riot ingame doesn't really achieve anything. Its really best to stay away from those and not encourage others to go to them, even if you feel strongly about the cause that others are upset about. There are other more appropriate and constructive ways to address them.
At this point, there is little left to discuss here - its either discussing another player's offense status or making/commenting on accusations, neither of which are permitted, hence this thread is closed.
