That is suppose to be the rule. It would likely have passed, but it should have been polled.
not everything needs to be polled. especially when its so small such as pink highlights in a npc hair lol
Actually, that was Jagex's rule. Of course, what can you expect when they apply the rules when and how they want, not by any measure.
For instance, the rule about the "only three polls" has been ignored several times when it comes to things like the anti exp lamps and such.
Its also ignored when players say they want something that has to have multiple polls, and jagex decides the order to try to force people to choose a specific choice. Instead of repolling it in the original order, they simply refuse to poll when it is clear we will not agree to the one they want. Common sense would have had all 4 of them polled to see which got the most votes, then poll that one to see if it was accepted. Instead, they were planning on polling the one they want first, expecting it to pass so the others would not need to be polled. When they found that people were opposed to it, they polled it last, thinking that since the others did not pass, we would have to approve it. We said no, and they have repeatedly refused to repoll the ones they did not want.
Then when they think people will not approve of it, they simply do not poll it.

this is definitely the right way to go imo
they are game devs, the community is not. to keep the game going sometimes hard shit updates have to happen to keep the games longevity. (such as ge tax)
if every single update was to be done by a poll, including super small ones like pink highlights in 1 npc hair. then that would be terrible idea.
polls are a great tool to see what players want, thats it. they are not the law on what should or shouldnt happen.
they were fantastic in that way when osrs was first released, but that time has passed. should they be used in terms to see what players want when it effects the game in a massive way? yes. but again only as a tool to see what the players feel about it. it shouldnt be used on changes like pink hair.... and people see it concerning, that is whats concerning is people think its a bad thing.
edit:
like larrens key change, not polled, 100% worth the change as it was used as scams. no need to poll it.
Jagex is racist against straight white family value particular the men. and they dont care about your feelings they wanna fill their pockets and as far as ali is concerned, its pretty stereotypically historically accurate to say that they were merchants. the old people of the middle east are known as a merchanting ppl and even scammers and hard sales ppl.
this is definitely the right way to go imo.
So your completely ok with them adding eoc and sof to osrs because its their game, not yours? That was the purpose of the rule about us voting for thing and if you can put pink hair in without a vote, you can add sof and eoc when you choose to.
like larrens key change, not polled, 100% worth the change as it was used as scams. no need to poll it.
Anti scam updates are called integrity issues and those have NEVER been polled. Remember the mouse issue. People got huge amount of agility exps but it was an integrity issue so people that were complaining about the update that blocked it were told that it was done for the integrity of the game.
