can anyone help me?? where are the locations of the hot air balloons for traveling? i can't seem to find any and i want to finish varrock tasks i'm new at this

Have you completed the Enlighted Journey quest? It's needed to unlock balloon transportation.
If you have completed it, go to Entrana. There should be a balloon there.

I could brag about my achievements down here, I just choose not to
