I found the BIS for all things approach for one item as being incredible shortsighted but I didn't vote since I don't play. I always thought a more intelligent game design was BIS for one stat (Def, Str, Attack, Prayer, Special ability, repair costs, etc) and after that make the BIS everything but ensure its not BIS in any one thing. Lots of room to work there, instead of creating a precedence that each new armor set has to be BIS in everything.
