It's not against the rules and using it won't get you banned. Jagex's official stance is that you use third party clients at your own risk. You're putting your details into someone else's software.

was wondering if anyone knows if the scion's from abyssal sire have been buffed with higher magic defense ? i haven't been able to heal on them like before it has probably been a month or two since i last killed it , any feedback at all would be greatly appreciated. Thanks guys
