They got that armour in 07scape.
Old School Runescape is a completely different version of the game and obtaining the armour sets on there will do nothing on our RS3 accounts nor is it relevant to Soloman's General store in any way.

I know, although I wouldn't be actively getting that in OSRS, I prefer to not get many cosmetics on that game as I feel my time is best spent levelling up and getting GP.
So can we get a trimmed quest cape though?
