Typical not enough content to release yourselves so you use fan sites and player submissions. Jagex never used to mention fan sites but now their desperate to bulk up there news posts with this sht.
Edit: Directed at comment below me why not use all the feedback from micro transactions as a more accurate representation of the communities opinion.

First off, ^Purple World^ Congrats!! Love the tropical body surfer!!
Now to the the EoC:
Royal Bolts compatible with the Chaotic Crossbow is very popular update for the EoC, any chance we could see this update sneak into the live game before EoC release??
I would love to test at boss' w/ this set-up.
Another question is will grotworms ever drop royal bolts again after botany bay or will this return? I like the idea that this loot will only come by defeating QBD. Best wishes to all.
