These are not mutually exclusive situations - there are plenty of things happening right now to combat both of these. There have been some high profile bans recently and there is more to come!
Timo, explain why all the sof and solomon money goes to further sof and solomon and not the game content itself.
The money comes back to Jagex and RuneScape as a whole which means we can bring in more talent to put on game content updates. This does take time though and the returns are not immediately visible. SoF and Solomon's is not a closed loop - the profits go back into content development as well!
Will any of the Squeal of Fortune's cosmetic items be released again at some point in the future?
It's possible, but at the moment there are no plans to do so. A lot of the content is designed around specific time-bound events.
