i agree with you i know players on here that are from ages 8 to 13 and jagex has no clue about them but yet soon as one of them gets in trouble no one helps them i know i have stood up to as many bullies as can trying to keep younger kids safe but jagex/rs is not doing anything to make it eazyer on me to help these kids they really need to make it so i can help them better

You sure it's not a glitch or something, tried re-logging and maybe report it as a bug if that doesn't fix it.
