Well, your Forum badge is active.

Check your wardrobe interface for the cosmetic override. You can also access the Vault from the GE.

The vip vault is located at the varrock ge.

As for the badge, Summer Special only gives access to the forum badge which you seem to have now.

just got the membership yesterday, so how do I access this premier vault? and the drawing, only thing that showed up for me was the premier token and the hellion armor

The Vault is located within a portal in the Varrock Grand Exchange.

Not sure what you mean by drawing - though I'm assuming that you're referring to the monthly prize draw. It's hosted on a dedicated thread, which you can gain access to by posting here (click me) .
