They're not really selling gold, guys. Their concern is money being artificially injected into the game via gold farmers. By introducing bonds, players can now buy them and then sell them for gold, yes - but in the process, no money is being injected into the in-game economy.
So, yes, it's indirect, and yes, it's a little duplicitous, but it achieves Jagex's goals quite smoothly. A pessimist might say those goals would involve selling gold without taking a wrecking ball to the economy, and perhaps he/she would be right. At the very least, it's a nice gold sink.
