my question is why cant we get full scale awesome outfits like these through ingame work? (besides bonds & the templar armor)

Simple/honest answer? Because they make a lot more money this way. I think it's kind of depressing to know that a lot of things that would have been better suited as regular game updates are sold via microtransactions instead (the skilling outfits, pets, additional hairstyles, and bank boosters are some of the biggest examples of this), but the sad fact is that those days are long gone.

If they looked how they do in the concept art I'd probably buy the Zammy one. They look terrible in-game. ):
