Hmm, I don't ever recall Jagex ever saying that 98% of bots will be permanently gone. All these measures that Jagex do to combat bots are temporary; there is no way to permanently get rid of bots. It's really a never ending war. The first bot nuke did get rid of most bots for a little bit. It even put one of the major bot companies out of business. However, it was only a matter of time until the bot developers found a way to get around the nuke.

Firstly, not all money making areas have bots. Secondly, Jagex receives a ton of reports a day. They probably don't have a lot of staff going through those reports, so it probably takes them awhile to review all of them. It makes it even harder on them when people decide to send in duplicate reports on the same person.
If it is so hard to compete with the bots at blue/frost drags, then try something else to make money. Bone running can be quite profitable on w31.

Like I said, they are combating them. As for your comment on the graphic update/quests, Jagex can't simply tell the graphics/quest team "Hey guys, you need to hold off on releasing that content until we release a working measure to prevent bots." When the bot team creates a "nuke" that will effectively remove bots, they will release it. Patience is needed.
