"2:23 Huge bonus to prayer xp" Stop the xp boosts they never were a part of the game and they should never be. The xp seems to be the main interest in everything nowadays. Just stop it. And don't let summoning xp be doubled in the weekend. That's a way to ruin the game - ready to see everyone at revenants complaining about steel titan teams.

Okay, i'm going to try this out:
(not that you'll read this or take it into consideration)
I hope you don't mind me pointing out some things for you guys at Jagex:
~PROS~
1) A new set of cosmetics: Alright, i like the idea of good old fashion FREE cosmetic gear, maybe something you guys should look into?
2) XP: i love getting exp, but try not to oversell bonus exp lest it becomes the next bronze armor
3) competition: as humans, we naturally have a need to compete, whether it be a simple argument or war
*CONS~
1) Lack of puzzles: Okay, sorry to sound like i'm joining the band wagon but you guys need to go back to the whole "puzzles" idea, the complicated puzzles are what attracted players to the events in the first place.
2) Cosmetics: Okay, i understand the whole evil/good robes, but the "ectoplasm gun"? last i checked this was a medieval based MMORPG, not a sci-fi shooter
3) Similarities: This event is far to similar to the easter event, so this may be a "turn off" if you will, for most players as they'll see it as being monotonous or that you guys have run out of ideas.
4) timing: okay, i gotta ask; what the heck is wrong with you guys? i understand the need to time it with good ol' hallow's eve but at the same time as a bonus EXP weekend(something you guys said you'd never do again might i add)? did you guys learn nothing from the whole Monkey madness ordeal?

Okay, the timing could not be worse, there are alot of players who do not even log on except during holiday events or more recently Bonus EXP weekends so the player count in-game will drastically increase during this event.
Next, if you want to prevent players from believing that you've either
a) lost interest in what'll make the players happy.
OR
b) lost the drive to come up with creative events.
Try one of the following(or both if both options from above apply):
a) ask the players what might make a good and exciting event, then take the most popular ideas and hold a poll like you did with the D-longsword.
OR
b) Bash your heads together and think of something that the players might actually enjoy! example: Mod A and Mod B(both fictational mods) are the creative/event planners for Runescape. They are developing an event for halloween that is strangely similar to their easter event(sound familiar?) but the player feedback is not what they expected from the idea, so instead of continuing anyways without even asking, the 2 mods get with their developing team to discuss a new event that'll attract the players! Now instead of having some lame looking robes and a gun of all things, the new event's reward is a set of cosmetic wings that can either bechanged to angelic, or to demonic. alongside this new reward is a set of cosmetic clothing that'll change with the wings.
This is just a fiew things you could consider doing to get players interested into the event instead of making the event similar to the previous holiday
BTW, unless this "gun" is a crossbow, i predict it as a bad idea, considering the theme of Runescape

NOTE: the above is simply a player review of what i know of this event so far, it is not to be taken as "flaming" "trolling" or "spam"
all i did was give some constructive critisism about this years holdiay event

So let me get this straight. You're running a big event that's going to thrive on community participation and choosing a side and having a little fun.
And you're starting it during Bonus XP weekend.
Yeah, good luck with that.
