He is. That was just the Bandos Avatar. Knowing that he was about to be locked out of the world by Guthix's edicts, Bandos created a pendant filled with much of his power (Obviously Bandos is a Tolkien fan) and left it for his Goblins. He hoped that by wearing it, a Goblin would be posessed by his power and allow him to conquer the world unopposed without him actually breaking the edicts by crossing the barrier. It wasn't actually Bandos you fought, just a goblin that was infused with the power of an aspect of Bandos. Just be grateful that there aren't many Ourgs about any more
The Empty Lord is a figment of the imagination of gullible people who started worshipping the purple Elder Bathrobe. The name and symbol comes from the washing label: Za-ros means "Do not dry clean".
