That's account, not player. In this case, the term 'player' is most likely to mean account. It should probably say 'account' under the counter, sure.
As for people claiming that Jagex are creating bots, that's not correct and wouldn't even make sense. It'd be easy enough to simply fake the numbers on the counter. I really do not believe that they would do anything of the sort however.
From the start, Jagex have been about making a game which many can enjoy. This counter serves as a way to measure success. Unfortunately as a game becomes successful, people pop up who try to cheat or make a profit out of it. This is not in the spirit of the game and thus people have to be hired in order to create technology to combat this.
This company created, continue to create and maintain this game. They work hard every day to create new content, find new ways of removing botting and help the players with any problems they have from tech support to account hijacks.
They've invested large sums of money in order to stop bot developers.
From the start, the focus has always been the games developed.
Perhaps you should appreciate the game a little more, rather than complain about every little thing you can find wrong.
This is my thought on things. Feel free to disagree, but I felt I'd just put this in here.
