By this statement you seem to understand the true nature of the problem. Yet you are not taking steps in the right direction.
Remove Salomon and SOF from current RS and voila!

I'd like to see EOC at full potential before I decide that I don't like it (So far I am mitigated).
Lastly: 'If you are against the idea, then you should - naturally - abstain from voting.' This is not a 'natural' way of going. If I am against, I should be able to say so. I may abstain from voting for many other reasons than being against. Make it possible to vote against.
