Here's my problem:
I'm considered a "veteran" by most players because I started playing back in 2006, and I became a payed member in early '08. The old RuneScape had some of the best gameplay I have ever seen, and it had some awesome players too. I have so many great memories from my childhood about the game back then: for example, tutorial island, my first completed quest, my first mil, just to name a few. But because of the EoC, I stopped playing as often as I used to, and I let my membership drop, as have many players. Thus, the membership community has been significantly reduced. My suggestion would be for all accounts created before 2009 receive the ability to cast a vote, because that is the core of Runescape players.
There are so many Vets out there who have stopped playing due to all the updates, and that doesn't include just the EoC. Ever since RuneScape started adding, what I call World of Warcraft, updates in 2010 (approx.), the game hasn't been as great as it was. I feel, like many other RuneScapers, it has been a copy of other MMORPG's. What makes RuneScape so special is its individualism. It's a personal game, while you can control your character and are able to look him/her in the eye, and also, due to its large viewing area, increases co-player interaction, increasing and encouraging companionship. In games like LOTRO and WoW, these games are highly single-player based and don't offer as much peer interaction, giving Runescape an edge. Old RuneScapers were some of the best, and they were honest players, something lost in current RuneScape. Bringing back RS '07 would bring back the uniqueness of the game, and several of the greatest Scapers the game has known. This is my opinion, and encourage everyone to vote for 2007 RS to be reinstated.
