Hey, this is my idea about Rares:
I dislike the idea of discontinued items, so instead of introducing them as such, you should introduce the Rares as ultra rare items from any level of Clue Scroll. Much like the drop table, where there is a "dice" for common dropped items, in which there's a place that makes another dice roll to determine rare drops, Clue Scrolls should have a second dice that if the first dice rolls onto makes it possible to roll and get a Rare. And you could make the rarity of the Rares mimic that of the ones in the actual live game -- e.g. Blue Partyhats are rarer than Purple Partyhats.
Rares would then still be of high value, and everyone could have the chance anytime to get one.
