This "new rare" is GUNNA SUCK. When Partyhats and Crackers and stuff came out, noone knew they'd be worth billions now. With the fishy mask, everyone knows whats inevitable. So now you have a bunch of poor people wishing they had that, and a bunch of rich people stocking up on them in anticipation.
Summary: The whole point of a discontinued item is ruined if the future is told, and the only people that get it are the ones that buy spins, and the richer folk.

Another Fail update about the Squeal of Fortune (for Jagex ofc) but making this seem like you MUST get it and most people are buying spins is an absolute abomination. Now you are encouraging legal rwtrading through the ******** wheel. Ruin the game more JaGex, ruin it more.
