HERE'S THE SOLUTION TO ALL YOUR PROBLEMS, JAGEX.
Start by removing all rares from the game and reimbursing everyone double the GE price. Anyone who has some will be annoyed, but who cares.
Next, decide major checkpoints in the game. For example, 200m xp in multiple skills, all level 99s, etc.
For each of these major events, you award the person a choice of lesser rare (like h'ween mask, santa hat, etc) which is tradable. When they get something amazing, like the trimmed Completionist Cape, you give them a Christmas Cracker.
WHY THIS WILL WORK
-This will prevent buying your way to rares (like the Fish Mask)
-This will ensure that rares stay rare. Since only a few rares can be obtained for free per account, and all after many months of grinding, the price of rares will remain high, since very few people have the trimmed Completionist, so phats and crackers will stay at max cash probably
Now that I think of it, this is actually a pretty bad solution, but it could work and I've already typed all this. At any rate, it's better than what you currently have. Anything is at this point.
