I'm a very new player at RS (this is my very first posting on this forum), but I'm a veteran MMO player, with approx 10 years Ultima Online and after that 18 years EVE Online under my belt. What the OP ranted about is as frustrating as it is common in MMOs across the board. You will find similar postings on nearly any MMO forum.
The sad thing is, that the Devs and Mods simply can't care, even if they would like to. It's not them who allocate resources to problems or issues, it's the financially driven management, where most rarely even play the game, it at all. I think it comes with the job - MMO employees interfacing to the player base have to develop an immunity against such complains, because they know, that games are not made and driven by Gamers but by business people. The resources of their companies are prioritized to improve the bottom line, not customer satisfaction, those companies are made to create profit, not friendship.
There are some examples that MMOs actually died because of that attitude (i.e. Lord British's projects, and a lot of Jagex' many projects), and a few which actually try to improve on that (EVE Online is one of them). In my more than 25 years experience with MMOs I've learned, that rants like that only have a chance to be heard and to have an effect, when a significant group of players cry loud enough and do something what really hurts the business. In case of RS, that may mean for instance that more than 10% of all significant clans will switch their accounts to F2P in an concerted and articulated protest action. If something like this is not possible with the player base of this game, rants like the OP are more or less meaning- and fruitless and simply a waste of time. Unfortunately.
On the other hand, according to what I've learned about RS before I finally created an account, is that Jagex is doing a lot of things right. There is a reason behind the fact, that RS is one of the few MMOs which exist for more than two decades.
