Yes, some people, myself included are suffering extreme lagging. This was introduced on an engine upgrade about 5 weeks ago. I reported the problem to Jagex support a couple of days after the update. After sending them the information they asked for they replied that thanks to that information they had identified the issue and had passed the information onto QA to be fixed.
I found that the only way I could play was to use the client in compatability mode, although that has issues with poor frame rates in very graphics intensive places, like Anachronia and Senntisten and with fighting monsters with 'special attacks' as they attack would hit me before the graphics told me they were about to.
Just before DXP I asked them about progress as I wanted to PVM monsters with 'special attacks'. They replied that they were trying to get the issue fixed for DXP, but obviously they didn't as the issue still exists.
