They don't want people switching weapons to cast both. If they could still be cast without sharing a cooldown it would make magic kinda op and dual wield required.

LoL, Dota 2, and... lol even OSRS are doing pretty good.

I don't doubt it scares away some people. But it also attracts people, seemingly more than those that are lost or else it'd be hammered away as hard as SQEX does with FFXIV with bans even delivered to people behaving badly on other platforms off the game.
