I had a dream... a while ago... Party Hats were worth nothing... people were picking up shards of party hats off the ground to find out in a short instance later, it's worth nothing.
That's what rares are becoming now and there was a way out of the dream. I had to see a sad reality.
I saw some items that were available for purchase but the currency was locked out from IRL money and standard GP. In order to attain the next most rare item to replace the newly devalued rares, I had to go on an adventure.
Deep down in the depths of eternal combat there were rewards that took far too much time to achieve, but the rewards were so prestigious that I couldn't resist.
In addition to my newly devalued rare, I had found a way out. It was essentially through in-game adventuring I could acquire the resolve.
In order to bring value back to discontinued items, you would have to bring value back alongside them through locked-content.
Discontinued items should remain discontinued but a new spice should be added alongside them to bring up their value. As for party hats, this would mean associating them with a custom-aura, specifically made for that particular party hat that you own... locked out of using it unless you actually have that particular party hat.
As for devalued combat gear, you can only enhance them through much dedication through in-game adventuring.
In the dream I saw devalued Barrows gear get an upgrade but only through much time and effort was someone able to acquire its enhancement. It was not luck-based.
Last note, before I leave the first post; it's important to mention that discontinued items remain discontinued but with some indirect promise of their value inadvertently returning. If this were to be done, I could see a healthy resolve to rare, discontinued items.
As far as combat gear enhancements, I'm sticking with a heavy time-based lock out of some form of currency that's in-game and not an event. If the event were to introduce currency, it would be locked out on "time-based rare currency". Instead, I believe it's healthier to introduce permanent currency that can be obtained for old combat gear enhancements on a heavy time-based lock-out.
If these guidelines were met in an authentic manner, it would bring back true value to the game as a whole, and I strongly adhere to these principles.
I dunno but as a RuneScape player, Jagex fumbled this so hard. The only rare that needed to drop in price were the party hats *if they even needed to drop in price* but not only did Jagex target party hats but they decided to try and make money off players with the new green santa hat, and purple h'ween mask.
I'm sorry but a 3bill red santa hat should have never been in a discussion to try and lower in price, you're despicable for releasing the green santa hat Jagex. Don't even get me started on the 3-1bill H'ween masks.
Listen Jagex, I know you might have a plan but you need to look and put yourself in our shoes. RS3 is garbage, it just is and by sitting there and making our low priced rares even lower without any resolution after an entire year and longer is literally insane, INSANE.

Rereleasing 'discontinued' items would lose the game a lot of veteran players. They'd get lampooned by entertainment / game news outlets. Also, it defeats the point of striving for those items. If they rerelease them, their perceived value sinks / they become less sought after. It's about integrity, and whether they value the time of their players / customers. It'd be a kick in the nuts to early adopters of the game, and those that spent years saving up to afford one. Inflated or not. I for one would see the company differently if they did such a thing, and I don't even own one. How about this, you want a ROLEX but I offer you a replica, happy?
Let's drop the consolation prize mentality. It's fine to not have something. There are many things out of reach and there always will be. Respect meritocracy. They'll find another way.
I'm just glad I don't have to come up with the answer (because I don't think there is one).

I encountered this in business with 'tyre kickers'; at first you want to please everyone, but that comes across desperate. At some point you have to accept 'OK, not my customer!' if they can't afford you. We all have different budgets. This same applies to virtual items. Will you respect Jagex more for caving in to this Robin Hood idea or for having the backbone to say no? Because if they cave on something like this, they'll cave on more in the future. And do you really want to invest your time into a company that doesn't value it? Food for thought.
I'm speaking for myself, of course, it took me a year to save up for a Santa after coming back to the game with gold being inflated 5x (so basically starting from scratch again). I'd have felt pretty naff if all that effort was for nothing, then again, nothing is promised! these items do go up and down. But an update like that could significantly rock the boat.

They added golden partyhat specifically so poorer players could afford a phat. The upcoming
Maximum cash limit increase for Grand Exchange offers and the money pouch coming out this year addresses this.
Party Hats (and other +2b rares) not being accessible via G/E is only half the problem. There has been rampant manipulation by the same few players pushing up the price of many items.
We need a solution for that (if there is one) with minimal collateral damage (people quitting). The rate at which they climb is not in-line with inflation, making them unattainable for most... Or at least that's how I understand it from watching their past livestreams.
