I understand that you are frustrated by the lack of action you've seen taken based on the information you have provided to the tipoff email address. However, it is very likely that what you consider as 'evidence' does not meet the standards that Jagex requires to be able to take action. Historically, screenshots have not been acceptable as evidence, as they are easily edited and manipulated, whereas an in-game report ensures that what Jagex is seeing from their own systems is unaltered.
