Saradomin Mitre requires range

So, the whole Saradomin Robe Set is entirely prayer based and only requires certain prayer levels to wear... except the hat (the mitre). For some stupid reason, it requires 40 range to wear a hat that's part of a prayer set.

Where's the logic?
