Fairly sure some of the top players posted on the forums
I do believe Zarfot (the user who popularised maximising xp/hr) had very indepth guides for runecrafting and slayer on the forums. As well as a forum games thread.
As with some other high levelled players from back in those days they lost some interest in the game as it became easier and easier to gain xp. In particular Zarfot derided the fact that to get the best xp rates in slower skills you should kill cave crawlers for effigies rather than train the skills themselves.
Then as with the rest of the forum the masses progressed to reddit,twitter and discord.
