If this were to happen, it'd be better to just have a separate forum specifically for OSRS maxed players. OSRS and RS3 players in the same place doesn't usually bode well.

So its safe to say the HLF, despite its lower activity, is in a decent state compared to LLF.

I haven't seen any notable animosity towards either game to be honest, nor have I seen any fighting over 'which game is better' anywhere on the HLF. I think it would be great to allow OSRS maxed people to access the HLF, at the very least to allow them for a short period to test the waters, and if it really is too toxic, just create a separate HLF, 'High-Level OSRS' - it feels weird only having 2 forums now after we had 3 for so long

That may be true (probably because forums are a dying platform and barely attract enough users), but it's just overall better to have both games split. It's more organised that way. Both games are drastically different which is why even the public forums separates them rather than throw both users together in one place. It's why even the Reddit community did it. They are just too different and thus need their own, dedicated space.
HLF may be lifeless, but boosting activity by adding OSRS players into the equation won't really do much, especially for those that don't play OSRS and thus would likely be unable to engage in any of those topics.
OSRS players definitely deserve their own maxed-only forum. They just shouldn't be mixed together with RS3 players.
