You are entirely missing the point. The issue is not whether, with a lot of extra effort, this information can be found somewhere.
The point is that the page cited says something which is clearly not true, while
that same information
is
already
available for people without recurring subscriptions.
And that's before we get on to basic questions of good CRM (e.g. clear communications, making things easier for the customer etc.).

If you go to your account. On the right side of the page Manage subscriptions. It will take you to a Jagex splash page if you choose manage by account. It will list when you most recently started a subscription and the
next billing date
which according to Jagex is 3 days prior to your subscription ending so there is no lose of membership benefits waiting on banking transactions to process.
