There are many positives about the Code of Conduct, it is short, it is broad, but there are two problems with it which I describe here:
1. The Runescape Forums Code of Conduct states in relevant part: "Though politics and religion threads are now permitted, they will be moderated to a greater extent than other content as it is easier to cause offence and upset in those subjects."
>>My Response: The Code of Conduct should emphasize real life values. In real life, the person who bears the responsibility is the one who breaches the peace due to either his insults or his tone. In real life, we are not permitted to yell at people who offend us. We are not permitted to insult them in a vicious fashion; doing so is a misdemeanor in every English speaking jurisdiction I am aware of. Those same rules should apply here. Viewpoint discrimination is wrong. Every time someone begins to attack another personally, in response to an opinion he finds objectionable, it is a loss that they are not punished, because they are the ones who breach the peace. If it is a criminal offense in real life then why do we tolerate such behavior on forums where people are banned for many lesser things.
2. The Rules state no person "may accuse another publicly". This seems extraordinarily broad and subject to the whims of the people who have the un-reviewable power to erase your words. The forum moderators are highly learned, and I think that for us to assume that they cannot apply a single two pronged test is a little ridiculous. The two prong test is 1. Truth as a defense. 2. Relevance. If the information is true and it is relevant then it should be allowed to stand. If it is published for the purposes of harassment then even though it is true, if it has no other purpose, then it should be disallowed.
