You need to take on the roll as landlord, as in you need to monitor the cash and not assume anything.
Get your room mate as tell them nicely " we have to talk about the rent "
Don't put it off, the longer you leave these things the worse it gets.
Tell them rent/bills comes first, no exceptions.
Be honest, tell them you don't want to get another room mate, but you will if they can't hold up their end.
Be understanding, everyone at one time will pay a bill late because of unforeseen circumstances. But you need to know and need to be informed if this happens.
I'm also a fan of old fashioned approaches, crucifixion should not be left as a last resort and it really isn't as messy as people make it to be. People learn quickly once they've been nailed to tree, use it!
