I mean, not to be a solipsist, but I don't see how anyone can 100% confirm that anything other than themselves exists in the way they do. I fully accept that all humans are conscience, but I technically can't know you or anyone else is conscience in the same way I know I am.
I think I view humans as conscience because:
I'm a human.
I know I'm conscience.
Therefore it's possible for humans to be conscience.
Probably not far off to assume all humans are.
And this extension may be given to other animals too, since humans are animals, therefore it's possible for animals to be conscience, at least humans.
The problem is when we have things that aren't us, like computers, and then wonder if they can be conscious. Even if they passed the turing test, it's still not falsifiable that they therefore experience things the way I personally do.
The universe is dumb, maaaan.
(One idea I do like, however, is that consciousness is a state of matter. There's liquids, there's solids, plasma, gasses, and, well, consciousness.)
