It's actually correctly identifying the memory frequency. DDR RAM runs at Double the Data Rate of the actual frequency of the memory. Due to marketing, your RAM is marked at running at effectively 2133mhz, but it actually runs at half that frequency.

Here's some more info on what happens:

The image above shows the differences between SDR, DDR and QDR. In simplest terms, DDR makes use of the clock fall as well as the clock rise to transfer a signal, unlike SDR. Hence you get the 2133 MT/s at 1066 MHz .
