^ Is your CPU still operating at very high temperatures? If so, you are very likely throttling. Throttling is when your CPU clock speeds drop (significantly) in attempt to drop the temperatures down. A CPU running at high speeds generates more heat, so downclocking can reduce temps as it's not constantly running at high frequencies. This throttling behaviour causes FPS instability. Even if your clock speeds drop to 1.7GHz for a split second and then go back up, it's still a problem. You don't want the CPU alternating between a low and high speed. To keep high frames, you need a processor operating at high stable frequencies.
Unfortunately, to remove your lag, you will need to fix your temperature issue. Otherwise, your processor will continue to throttle down. In more severe cases, it will cause thermal shutdowns (where your PC just shuts off). This occurs if the first safeguard (throttling) against heat damage doesn't work.
You can use a monitoring tool such as "CPUID HWMonitor" (get the non-pro version) to monitor your temperatures and processor clock speeds.
