You should be able to install Windows on an empty hard drive (no OS). If you don't have any Windows installation setup disks, then you can download the Windows 10 ISO for free via Microsoft's web site. You don't even need a product key. I believe the "unlicensed" version just has some minor limitations (such as a permanent watermark on the desktop) but nowhere near as bad as previous OS'.
You'd need to make the USB device "bootable" (Microsoft has a tool to do this). Once done, you can boot from USB. You head to the BIOS and make sure the USB device is set as priority. Setup should then begin as normal.
If Windows is unable to install anything on your hard drive, it may be defective and a replacement would be required if that's the case.
