Yeah - but it basically always was this way - both in RS3 and OS.
RS3 logged boss drops before Collection Log came out, otherwise my mainscape account wouldn't have been able to get MQC since I have a 7kc Chick'arra that I wasn't going to ruin by going for Armadyl lorebook.
Untradeables always were tracked for both games (simply for the reason they can tell for sure in there you haven't bought them) - sometimes it even is needed since you couldn't obtain them twice, so for your MQC example the game should have tracked that lore book, but not the unique drop, that triggered the lore book. If you got untradables - slayer heads, anachronia upgrade items,.... - those should be tracked as well this time. Of course under the premise you didn't plainly destroy them. I was talking about tradeables in that aspect, since their issue is they can't tell if you obtained them by yourself (yes of course an ironman couldn't have bought them - but the system doesn't differ between regular accounts and ironmen that is)
Not sure if a check was implemented for tradeables for the boss log a couple of weeks in advance (afaik they did something like this just for KC a few weeks before the soul reaper was introduced), I only can tell it was done for treasure trails roughly half a year before that collection was released. Mod Daze said he could do this for slayer as well, but it would save players a week at most.
Of course already having two collections in game should have items being part of them also being covered (i.e. draconic visages for dragons or god book pages for vyres), since the game doesn't care for where you have obtained it as a drop. It's not fully ideal, but at least they're trying to give you credit for as much as it could be feasible - and from now on it can only become easier.
