Well this looks good, I don't have much to add here.

Out of curiosity, to what extent is something indirect naming and shaming? If I were to make a joke about scamming seismic wands would that count? I'm guessing it depends on the context.

Also you said something about a new thread on the help center thread, and here mentioned about messaging you in game or the forums about an issue. Have you perhaps considered an autohide thread for the forums?

That could be used for reports as well, and prevent the drama caused from the help center, which was not intended to be a reporting thread really.
