Disagree with "quote box spam", if I agree with something and its not on the same page, its easier to quote the one closest to the end of the thread, even if that's a quote of a quote.

It isn't always spam. Some times it is, where it could be 3 pages of people complaining about someones signature, or when the same people keep adding to the quote train. But if it truly is a popular opinion, it makes more of a statement to see many people collectively saying something. It should be judged per situation in my opinion, but I hardly see it as strike-worthy.

I agree with this but what about just a single quote?

For example if you agree with what someone says, can you quote them and post it, or do you need to add some kind of input of your own?

Yes you can single quote someone without adding any input, as long as it's the original post and not a quote of the quote :)

I have had 3 or 4 permanent forum bans in the past. I promise to behave (I. E not get caught or use my anonymous insiders at jagex) now but it would be nice to know how it stands...

This looks good, as do the changes, but would it be much work to send out a list of revised changes via account inboxes?

Then you're sure people are aware of the new rules, and those who left for various reasons will know the new rules changed if they come back, or if seeing new rules is enough to make them want to come back.
