What I don't understand is that jagex seems to be perfectly fine with the situation.

Bonds aren't produced out of thin air. Somewhere a player has bought those bonds with real money and put them on the GE. I suspect that this generates more income than basic membership would do due to differences in the cost of a month's membership and the cost of 2 bonds ( 1 bond = 14 days membership ). I haven't looked at how much the bonds cost in real money.

People paying for membership with bonds gives Jagex more money than players who pay with real money.

Profits are easier when you don't pay development teams to release content! I've lost my arrow. Have you seen it? It's been on my mind a lot lately...
