I have a few suggestions regarding the cape that I feel would help with misc achievements but aren't a requirement to wield the cape.
P1) Completed Mini-games & D&Ds
I am personally against any D&D or Minigame because it's a break from skilling, the main three is Castle Wars, Shattered Heart & Champions Challenge.
My suggestion is that if you have completed them you have added perks to the cape as an incentive such as.
#1 With the cape all Champions Challenge an extra Slayer block spot (for killing all the champions).
#2 Shattered Heart completion offers an Ancient Pyramids teleport for quick switching to Ancients, and a Quick tele to Lunar isle next to the Astral Altar.
These are just a few ideas to get the ball rolling if the suggestion would make tiny perks to these D&Ds an extra reward if you completed them BUT NOT a requirement to wield the cape or gain it.

P2) Perks -
Now with Z-buffering and out of the square rendering I feel we should have some fun cosmetic perks to cape, such as walking stances
#1 Prayer - instead fly with wings from cape around the map, slightly off the ground, purely cosmetic.. but a bit of fun for maxing out a new walk/run stance.
#2 Teleports to useful banks - remote banks such as Burg De Rott, quest completion and maxing out isn't easier convenient teleports to remote locations that are hard to reach otherwise.

P3) Stats -
The stats of the cape have an obligation to be the best no matter what gets added to the game, as to retain the cape we need to earn the new item through a quest etc.
So a short list, Work as accumulator, ATLEAST have prayer of soul wars, strength of firecape, stab of ardy cape.
^ It has to include all of those as we have done all those and it needs to function that if a new quest comes out that trumps Soul Wars for prayer, then the new Max cape MUST include that bonus.
Just a few suggestions.
Also quick question is Chimp Ice after "Do No Evil" a requirement? / can we get a list?
