Life after maxing shouldn't just be about getting ranks and chasing xp. There is much more to RuneScape than skills and levels. You all want so badly to be elite, then make the Completionist cape tough to get!
It appalls me that someone would max without doing all the quests. Without unlocking all the music. Without doing holiday events and mini games. Where is your interest in the game as a whole? Too much emphasis on competition, and not enough on fun.
If you make the Completionist cape equate to being "maxed" then what's the point of having a maxed cape and an uber cape? After I maxed all 99s, the only thing that kept me playing was completing the shattered hearts statue. They promised that that would be part of content yet to come. Although I don't have all champion scrolls, I can see that that kept some of my friends playing after maxing. Make this content useful. Perhaps don't require it all, just one or two facets in addition to the other easier (already done) ones: pick the one (or two) "ultra requirements" you like; maybe you like castle wars, or Mobilising armies, or chompy hunting, or barb assault, and have that be the "extra" to make the cape uber.

Don't make the completionist cape equate to maxed cape. Make it something to work for, make it something that is truly elite.
