That's a perfectly fine list of requirements imo

As for the stats, 6 attacks, 6 defs, 6 prayer and 4 strength would be perfect, mix between all capes really. Unslain Bosses - Clan

i agree with roggie as that is something that has been left out or forgotten, have it act as an accumulator as well since that is a quest requirement as well

Why would you ever take the cape off?

If it has all the best stats of all capes, it's perfect to use pretty much anywhere. If it has the accumulator built in, it is perfect to use anywhere. Unslain Bosses - Clan

All champions defeated, puhlease. I don't even think it is possible to get all champion challenge scrolls to drop. I've never gotten any challenge other than goblin.
