-It would be rather foolish to announce that you need a completed statue in your house as a requirement for a cape. I think that you should apply the same logic here as we have with quests.
It would work like this:
Own the cape --> Monday comes --> Take the cape off player --> Player gets WEEKLY rocks --> Player gets cape back --> Next week comes...repeat --> Player finally finnishes statue in house --> Player hasn't ever got to worry about shattered hearts being a requirement anymore.
This suggestion helps satisfy the 'completionist' concept, as well as keeping a player actively playing the game for.. 40 weeks longer?
1) What do you think to the above?
I like the general idea of all 99s, tasks, etc. You also need to remember that having all the tasks complete also require items such as a fire cape to begin with - So you're already making it slightly more 'hardcore' than just keeping it at maxed skills.
2) How far do you think it should go (chompy/champions etc?)
I think that chompys/champions are a BAD idea for the 'uber' cape. However, i can also see peoples views on being extreme about this - and to that extent i believe you should make a 3rd cape. Same requirements, BUT this time it IS absolute overkill. You'd need maximum castle war tickets, (w/e you think the req. should be for the highest of armours) maximum rank in barbarian assault+all ba items, full void sets, 4,000 chompy kills.... EVERYTHING.
3) Do we go ALL the way, like everything including things like maxing all roles in BA for example.
As i've said in 2, you should have 3 capes.
1- Maxed 99s
2- Uber cape --> everything MINUS minigames/chompys etc.
3- Completionist cape --> EVERYTHING.
