To be honest I don't agree that people do farm runs for GP in 2019.
You can go kill regular slayer mobs and make more gp hourly and gain vast amounts of XP in comparison to the .. maybe 400k/hour profit of farming herbs?
It just seems crazy to me that almost all other skillcape perks have a permanent perk when the farming one has a proc perk. In my experience, it doesn't even proc often so I never wear the farming cape if i'm doing herb runs (which again, in 2019, I don't understand why anyone would?)
There are several chance based effects - sure it is the only one with a proc that potentially could end up useless, but it certainly isn't the only cape, which needs to proc to be useful.
I could perfectly imagine them introducing herb spirits in the long run - which I do not support for now as long as they haven't sorted the tons of issues the stone variants still have. But eventually the vast majority of resources should come from skilling, not PvM.
Also - it does

just affect herbs, it also affects the tons of other farming produces - fruits, shrooms,... - as I said: The perk itself isn't bad - it's just too unreliable. Remove the potential of a proc becoming useless (as said: It doesn't need to proc all the time, but when it procs the proc should have an impact).
And well - ever thought of they potentially could introduce new farming produce in the future?
